When Is Emergency Lighting Necessary?

The Regulatory Reform (Fire Safety) Order 2005 (RRO) mandates the installation of emergency lighting in non-domestic buildings and common areas of Houses of Multiple Occupancy. Emergency Lighting and Fire Risk Assessments

The 2011 amendment to BS 5266-1 introduced a change in the frequency of planned preventative maintenance for battery-powered emergency lighting systems. One significant aspect of this change has raised concerns during fire risk assessments regarding the availability of emergency lighting immediately following maintenance.

The 2016 edition of BS 5266-1 recommends conducting a full-duration test on each emergency light once a year. This means that there may be no emergency lighting until the batteries have sufficiently recharged, potentially leaving many buildings unsafe for occupancy during this period.

Recommendations:

Unless there are compelling reasons to do otherwise, fire risk assessment consultants should recommend that emergency lighting undergo six-monthly partial battery discharge tests. This practice ensures that buildings maintain emergency lighting coverage during the critical hours immediately following planned preventative maintenance.

However, if arrangements are made by the client, Avisec can perform a three-hour full discharge test upon request.
